IMO other than a decent breakfast @ Hyatt Newport Beach it’s a terribly depressing property for sky high rates.

The former Hyatt Regency Irvine was a very professionally run property.
The Hyatt NB is not really my "go to property" but it's one that I use frequently for both business and pleasure.
My experience at this property appears to be different than yours, as I did not encounter any "stinky hallways and popcorn ceilings". The property is a bit dated but not much different than the generic HR.
As for the "sky high rates", I have a corporate discount so it's not bad (but not great) for business, and the points redemption is not awful for the few times that I need to be there for pleasure
