At some point, the flight was scheduled to land at, or divert to, EWR but was able to continue on to IAD without the extra stop.
Lots of things that could have caused the plan to stop at EWR. Short the extra pilot and the flight plan to IAD was over the hours for an unaugmented crew; enroute divert planned for weather, medical, or mechanical but the situation changed and the divert wasn't needed; and others.
