I used the "self-service click box" to waitlist an RUC for a Delta One domestic flight, and I did get an email that confirmed the waitlisting. I don't see anything on the reservation that indicates that I have a waitlisted upgrade, though. Is that supposed to show up somewhere? Where do I look for it?
To answer my own question: yes, it should say that you have a waitlisted upgrade. On the website under the "MANAGE COMPLEMENTARY UPGRADE" link it should say "Upgrade Status:Upgrade Waitlisted". It's quite strange that I got an email after booking that said I'm on the waitlist, but apparently I never was. I had to call in and have a phone agent apply the certificate to get on the waitlist.
