The usual advice here is that it's best to call BAEC. If you send a webform in then when call BAEC may reasonably say "there's a backlog, you need to be patient", but if you call BAEC in the first instance then that argument doesn't stand. We get plenty of complaints about the webform not working, and relatively few from those who have called up (see the Alaska missing TP thread for examples of this).
