Here's the deal (I previously was an attendant to a wheelchair user)...this directive assumes a collapsible wheelchair. Someone who is less mobile may require a wheelchair thst is not collapsible, and therefore must go into the hold (and as other posts report...things break).
Also many dont have the luxury of time to wait for a payout of a new chair. This can be a very situational accommodation scenario.
Let's not assume this to be such an easy resolution.
