You don't need to have bad weather to have turbulence. Clear Air Turbulence (CAT) is becoming increasingly common. According to the NTSB, flight crews had no warning for almost a third of turbulence accidents from
2009 and 2018.
It's definitely possible that FAs are taking matters into their own hands to wrap up their work early, but it's also possible that other flights reported CAT in the area. Or perhaps airlines have started making their procedures more conservative to reduce liability/injuries.
