I think this is where the confusion lies (unless I'm the confused one which is entirely possible!). As far as I understand awards, there is no such thing as an "SQ-and-*A award". As soon as you want to add another *A carrier segment, the entire award must be available as a *A award. In other words, the agent had to be able to see the initial SQ segment within the *A search and this is where there is often a problem if the SQ segment has not been made available as a *A award.
