100% this, and they are generally quite strict in implementing it, like even if you check in just one bag at 25kg instead of 2 x 23kg they will ask you to remove the 2kg or check in another luggage with the extra weight..
Yes I had this happen to me, went to check in 2 bags and one was ~25kg and the other ~15kg. I was made to transfer weight over so that they were both under the 23kg (I enquired politely that the combined is under the allowance and if it would be ok as I didn't want to have to open the bags and start moving stuff about but the check in agent was quite insistent).
