I would assume Germans use them on the autobahn.
The waiting list is apparently eight months long, and MB wasn't prepared for how popular they'd be. I've seen quite a few here, given downtown YVR's dense residential population they make sense. But I've also seen them out in the burbs. For many they'd be perfectly suitable for a second car, or for commuting into the city, plus they're cheap, starting around $17k.
