It is indeed the new configuration, its 4 class, mini cabin is rows 3 to 9 . Row 9 is released for non elites 72 hrs prior to flight
OMAAT: The seats at the bulkheads — specifically rows one and nine — feature an unbelievable amount of space. I’m going to go on record in saying that these eight seats are the best business class seats in the world (and I’m happy to be challenged on this in the comments section).

On the 777-300s with 48 J seats, rows 1 and 9 do have more room than the other seats, but that's a matter of the width of the space in front of the seat, since there's no seat in front.
Note that if you're not FB elite and can pick seats in row 9, you're probably not flying the new configuration (which is only on 3, maybe 4, planes and only operating select frequencies and routes).
