A subsequent call to American express indicated that the payment went through fine and wasn't blocked. The Iberia rep told me that I was unable to pay on the phone and that my payment would be refunded. The pending $10 payment for American Express went away, but I was still missing the 11,000 avios for the ticket that was never booked.
So a few days later, I call the Iberia Plus help center and try to explain to the rep that I never received a ticket and that I wanted my avios refunded. She was incredibly unhelpful and eventually just told me to file a complaint using their online form.
I go to file a complaint using their online form, and I receive a response more than a week later, telling me to call the Iberia Plus help center for help...
Any suggestions for how I can get my avios back? This is just nuts to me.
