I would think, especially during peak travel periods, the wait for a wheelchair pusher would be a deterrent for needlessly using a wheelchair. My MIL who sometimes travels with us has trouble walking long distances, but there's been multiple times at MDW that she's just had to deal with the walk (it seems like we always get a gate at the end of A) because waiting for a pusher took so long that we were in danger of missing the flight.
