There's Gotemba Premium Outlets near to Mount Fuji. They have a number of bus services to the mall from the main Tokyo stations each day.

Mitsui have an Outlet Park at Yokohama bayside - I found this to be an okay sized mall, but wouldn't have been the easiest to get to if using public transport.
