njdealguy I have the same exact issue as you, but with Air Canada flights. I actually drove to the SFO office, but they could not book the flight either. The person who helped me said that they have been having issues with booking Star Alliance award tickets for both Air India and Air Canada and to try booking a United flight instead lol. This issue has actually been happening since at least December and it's crazy that it hasn't been fixed yet.
