Does J class availability always mean upgrade with miles is possible? Or is it simply that upgrade with miles can only be performed if there is also J class availability, but J class alone itself doesn't signal upgrade availability? Would there need to be both J and I availability on expertflyer in order for upgrade with miles to be possible?

Expertflyer is only showing upgrade (J) availability, UA and A3 disagree.
