The IFL decided to upgrade the passenger from WT to Club World. Not bad for an 8 hour flight.
This is the issue, and it is a dangerous one. Was the IFL bribed? I would not like to justify this action to my seniors, the issue is the timing of the gift giving and the appearance of a reward given. IF the upgrade had happened and then a small gratuity was given, as a thank you, that is different. It happens with staff travellers too and it is always awkward if done before the flight.
