Indeed. Perhaps the amount of case law and judicial activism by the ECJ has not helped in this respect. An overhaul to the regulation was proposed almost 10 years ago which would, amongst other things, have put delay compensation on clearer footing but increased the threshold to between 5 and 12 hours depending on the flight distance, banned cancelling the rest of a ticket after a no-show, made rerouting on another airline required if the carrier could not rebook someone within 12 hours, and given explicit rights during tarmac delays. This seems to have been lost without trace.
