I do understand in the bulkhead row, no stowage of personal gear under the seat in front (because, bulkhead). I'm seeing "extra legroom" for the bulkhead row, but wonder if that just means extra knee-room or full leg extension (and actually less space to fully extend the legs).
Who says that? Seat Guru or UA?

It just means there's no seat in front of you. It's not going to matter unless you're really tall, in which case your feet will probably hit the bulkhead anyway. Note that these are shell seats with a sliding seat pan so the seat in front of you won't come back much at all.

Also, overhead space in F on the 319 is extremely limited and I personally would avoid the bulkhead for that reason alone.
