In this case, silence is golden. The fact that it's not called out tells you that you DO NOT earn PQP/PQF on Aer Lingus. Only award miles are mentioned.
But in case that's not enough (which I get can be confusing), you need to compare it to other partners like Air Dolomiti:

That page clearly calls out that you earn award miles AND premier qualifying credit. Additionally, the link to "Mileage Plus Premier Qualification" is on the Air Dolomiti page. It doesn't exist on the Aer Lingus page. Yes, it takes a few extra clicks to figure this out and maybe United could be more explicit on the Aer Lingus page by saying "this partner is not eligible for PQP/PQF".
