I was worried about this issue when flying to Hawaii to do some backpacking. The TSA lists camping stoves as acceptable items, so I just put the stove in my carry-on with a printout of the TSA webpage as proof. I didn't want some eager checked-baggage checker to toss my expensive (and empty) stove, when it posed no safety risk. The TSA agents didn't even comment as I passed through security.
