From my experience, AVIS is not managing this themselves. All the damage charges (happened to me twice) were transferred from Avis to Sedgwick Claims management - and they acted on behalf of AVIS. If its not against the forum rules, their site is sedgwick.com, the number I was given is 844.859.7291.
Time to time the info they got from AVIS is incomplete. And they may keep your damage file but were unable to reach you. If I was you, I will check with them - do they have your case or not - just to be on the safe side.
