Economy Plus is not Premium Economy (P+), and these seats, E+ and P+ are excluded from this new policy from what I read. Only regular and preferred seats are included. Preferred seats are not free to choose for non-elites.
As for a P+ seats (row 20 on widebody) they are sold as E+ seats, just to confuse us
