Disclosure doesn't actually achieve Congress's goals with the stipulation in the reauthorization act. The legislators that added it are fundamentally opposed to mechanisms that force families with children to pay more, so they want families to be able to buy Basic Economy fares and rest assured that children will be able to sit next to at least one responsible adult in their party. (It's perfectly reasonable to disagree with that stance, but that's where we are now.)
