a competent agent should be able to book you on
DCA-EWR Xcl on UA
EWR-SIN Icl on SQ
and quote you a through fare - you may have to be very specific on the dates you know there is availability and quote them the exact fare class so they know what to search for.

Such is the reality of the quality of agents today. But granted, this is one of the more complex (due to mix cabin) and less common scenarios. If it is pure economy class redemption, website should have no issue.

E.g. SIN-(SQ)-HND-(NH)-CTS can be booked on SQ website via the 'Star Alliance' tab in economy class, provided there is availability on all legs.
