You are absolutely correct about international properties. On the upside, it is much less likely that you will have booked an ineligible rate (e.g Priceline,) so the room charge is more than likely to get you they stay credit.

For international properties, I believe the two most reliable charges remain a phone call that appears on the folio, and a room service charge. Of course if you have doubts, you can alway ask the duty manager if you have incurred an eligible charge before you check out. Get the business card so you can contact him/her if you have problems later.
