Hertz not printing receipt as a way to overcharge...yet again

With Hertz now no longer print a receipt at return, and with so many horror stories about people getting overcharged for gas or incorrectly arrested for not returning their car, I schedule extra time to return my car to get a physical receipt inside. But now, they overcharge you when you go to a counter to get a printed receipt.

Details:
1) Car reservation's estimation of charge show a specific amount, i.e., $xxx.yy. Note, the system is pretty accurate down to the penny if you don't deviate from the original in/out date and time.
2) Returned vehicle on time and fully gassed up. I asked for and watched return agent closed out the rental, including correct mileage info and gas level, and confirmed the amount matches the original estimate of $xxx.yy.
3) Went to Gold desk to get a physical printed receipt. While waiting at Gold desk, I received the receipt email. At the time, I didn't read the receipt but later determined this email receipt show exactly same amount as the estimated charge of $xxx.yy and at close out.
4) Gold desk agent "processed" and printed a receipt and I left Hertz and went to the terminal.
5) While doing expense report at the terminal waiting for my flight, I got a 2nd receipt email, showing a higher amount than the first email receipt and original estimate by several dollars. I double checked the printed receipt and it has the higher amount, $xzz.zz.
6) I have 2 email receipts, one higher than another. Hertz website showing under this rental, there are two receipts generated, one higher than the other, matching the emails. There is no rate change and no in/out time change.... the extra charge was added under fees and taxes without a clear breakout or explanation.
7) Call Hertz customer service numerous times and get the same runaround of "charges are correct on the final receipt" and they didn't bother to even listen to the details.

So basically, when Gold desk printed my receipt, they tagged on a hidden charge.

As a long time PC/5S member, I am just stunned by how low Hertz has gotten. They take away printed receipt at return, so we would have no proof we returned the car and its important details. When you ask for a printed receipt to protect yourself, they tag on hidden charges without explaining it, then make it impossible to resolve. I don't know about Avis and others, but Hertz is becoming just unbelievably painful to deal with after the pandemic.
