How to get transit or tourist visa for Dubai when flying with a non-UAE airline.

Me and my wife + kids are considering taking a stop-over in Dubai arriving and departing with two different non-UAE airlines on separate tickets.

My wife is one of those nationalities who is not eligible for Visa on Arrival or a visa-free entry to the UAE, so she needs at least a transit visa.

I get that you can get a visa through Emirates or Etihad, but only if you are flying those. What if you don't? How do you get a transit or tourist visa? I only can find information on the government website about residency and business visa. What's the best way to do this?

I see there is something called emiratesvisa.com and instadubai.ai - but they seem like agents and they charge around 165 - 190 USD for a 14 day visa. Are they legit and can it be done cheaper?
