I know there are a few more reputable local agencies in town, but they are not available at the airport, and half of the reason I am renting a car is to avoid the bus to/from PDC.
Most (all?) of the local companies will pick you up at the airport, for me it was in the vehicle I was renting. I think the big companies (at least Hertz 1 year ago) are also off site, and instead of personal service you're stuck waiting at the whim of the shuttle driver
