IIRC AMEX offers work this way as mia often reminds us here. Hence I suspect Chase offers should be similarly structured.
Chase marketing dept may suddenly discover they have made too many cards eligible for such offer.
Amex occasionally has those non-merchant-specific offers, too. E.g. the recent insurance offer.
I suspect Hanlon’s Razor applies here. Since this is a different type of offer, perhaps the system just glitched (software update on the server?) and didn’t display them until they fixed it.
