It depends. The Eva Air mileage program has possibly the worst redemption rate for Economy and Premium Economy Tickets. So if you do not have enough miles for business class upgrades or full business class tickets it may be better not to transfer to the Eva Miles program.
If you have enough miles for trans-pacific business class flights then it can still be worth transfering to the Eva program.
For example for Houston IAH-> TPE PE-> Business class upgrade cost about 80k=106666 Capital One Miles. The price difference is about 3350 so it would be about $0.031 per Capital One mile.
or for a full business class ticket it costs about $6000 USD or 213333 Capital One Miles, so it could be about 0.028 per Capital One Mile.
If you do not have at least 106666 Capital One Miles then the above would not apply, you might as well just redeem for the regular $0.01/C1 Mile against travel purchases.
For Economy tickets IAH to TPE it's about $1800 in summer. For a free ticket roundtrip about 133333 C1 miles are required. That translates to about 0.0135/C1 miles. It's still better than 0.01/C1 mile but using the same miles for business class upgrade is a much better value in my opinion.
The above is for IAH to TPE. For going from SFO or LAX to TPE then the value is even worse because the tickets are usually much cheaper.
