So it worked out in the end, but I have a real beef with those CSRs. Like I said, I'm pretty sure they don't work for UA or UX, so I'm doubtful that UA can do anything about it. Is it worth complaining?
White Plains, NY (HPN) is ground handled by Westchester County Airport employees... they are not employed by any United or United Express carrier.

You are incorrect, however, that UA cannot do anything about it. They signed the contract with HPN in the first place to do the ground handling - so communication with Customer Relations would be highly advisable IMO.

The higherups a lot of the time can't fix a problem until they know about it - and it's hard for them to know about a lot of things unless their attention is drawn to it.
