This happened to me a couple days ago. One trick is not providing your booking reference number. I guess if the system check the booking and see your flight is a few months away, they deem your call not urgent.
How do you manage to not give a booking reference number? That doesn't seem to be an option.

Fix for the Aeroplan customer service (800 361-5373) automated service hanging up the phone after keying in your Aeroplan number: Keep pressing # sign instead of entering the full account number and the system eventually will get you in the list for holding the line and call back is also offered. I got a call back yesterday after 3 hours and I am glad I did not stay on hold for that long.
Air Canada customer service (888-247-2262) usually picks up within 15-30 minutes, but they can only help modify the existing reservation (e.g., if there are >3hrs connection delays due to a recent flight change) and are not able to refund miles/taxes, etc.,
I tried pressing `#` nonstop, wouldn't do anything for me :/ - It just reached a "look up your Aeroplan number on aircanada.com" then the regular "we're busy" hangup line.
I just managed to call Aeroplan at 7:01AM ET, got stuck on the waitline for 10 minutes, then the agent hang up on me (it sounded like an accident), but didn't call back.
