Yes, it is a bit obscure. Part of my job is for the federal gov. If I travel and do some federal gov. work overseas, I can count it as hours worked for the federal gov. ONLY if travelling on some sort of special issue passport, not my existing "private use" passport. If this went on all the time, that would be one thing. We are talking about 2 week long trips per year with gov. business.
