At this point - there are two things that need to happen:
- the Two Sessions are supposed to happen in March. After this, I'd expect more resumption of flights
- Chinese airlines are in overdrive now making sure they have new FAs and re-training their pilots so that they can start resuming international flights. As soon as that's all good and done, expect foreign airlines like UA to get more slots. I expect this happen by June.

I think in Q3 or Q4 we should see a full schedule, but unlikely to happen before Q3.
Totally agree with you on this. UA should be more transparent on its China schedule and stop the placeholder practice when there is really no chane of restarting the flights. I am fine with placeholder for planned additional frequencies between SFO and PVG, but routes such as IAD-PEK is so far down in the pecking order in terms of traffic demand, fleet management, etc, it should have never been shown as a place holder in the forward planning schedule for customers. For internal management planning of capacity and assess traffic demands, I get that, but should not be the same for external booking portals.
Giving money to UA is easy, but getting it back is another story.
