Israeli banks do not directly convert one foreign currency to another. First they convert it to shekels (with the usual charges) and then they convert the shekels to the other foreign currency (again, with the usual charges). That makes it very expensive. Also, there is no way that I can give her a pre-paid debit card that can be used internationally. (Even worse, her parents do not have, nor can afford to have, a bank account.)
