You say that UA rebooked you, but there is no ticket issued.
In which fare class did UA (re-)book you? Is it the same as the original reservation/ticket (e.g., X)?
I would think that if UA rebooked in the same fare class, then TK would be able to ticket it. But, if UA booked in a different fare class, TK could not easily issue a ticket.
If the changed reservation is not in the same fare class, try getting UA to change it.
