I’ve had state and federal and property tax payments count toward minimum spends for SUBs (invariably being the charge that reached or exceeded the threshold) for many Chase, AmEx, Barclays and BOA credit cards over the past 4-5 years, never had a failure. Always make those payments directly via the authorized payment sites, never via PayPal. Maybe it’s just some PayPal tax payments that are (officially or unofficially) ineligible?
