Basically all fares will carry a delegation rule; what I don't understand is where the delegated solution will be offered instead of a solution which is in D all the way through (assuming one segment has D but no Z). I don't even know if it's supposed to be
valid to delegate if a higher same-cabin fare is available, but I don't see why not. It might just be a case of what the computer thinks you want to see and perhaps a TA can always ticket it either way? I don't actually know this.
UA used to have a very permissive (and IMO reasonable) inventory rule which more or less set P=J on domestic segments married to overwater (Polaris-marketed) segments to mostly obviate this problem, but I don't know how much that's still true.
