Is this some kind of Z fare for KOA-PRG that delegated to B on KOA-LAX because inventory was Z0 on that leg? In my very limited experience, that should allow both E+ selection on the B leg, and it should be possible to put an instrument on it. Did you get an agent to somehow waitlist for Z on that leg already? I've not heard of that being possible, but if it is the case, it would make sense that you can't apply MUA since you already have a waitlist request on that segment.
