A small number of posters report that American Express disqualifies tax payments. Others report that American Express allows tax payments for rewards and bonuses. We do not have sufficient data to see the pattern and know what other factor(s) determine the outcome. In my opinion there is nothing in American Express' published terms to justify exclusion.
