Amex Tax payments eligible for MSR toward SUB?

Poster on a different blog using Gold American Express Card was just denied using property taxes towards the MSR for the SUB.
Paypal was also listed on AMEX in the rejected non-eligible list.
Since I just made a PayPal property tax payment to Chase using CBIU card tonight concerned whether my charge will be credited toward the SUB..
Wondering the rules on eligibility for Chase, Citi and Capital on MSR for SUBs.
