I think it depends on the specific loyalty program. I don't think it's voluntary on the part of the hotel, because the program rules should be clear on that point.
I'm Gold with Marriott and I did get Gold benefits when I've had stopover stays in Doha. I also got points to stuff that I've charged to the room.
