Yep, exactly. Only AS segments in E or T classes (saver award) can be combined with a partner booking. Award flights that are entirely on AS are dynamically priced and use other fare classes. Generally, you can book the international segment first and then call in and have the additional domestic segments on AS added if availability opens up at some point before your flight.
