I am not saying that I agree with the excuse(s), just that these are excuses. However if a hotel because of Covid, lack of workers, whatever only has housekeeping staff on full shifts until 3PM or whatever, they want to make sure that they have the rooms "done" by 3PM (or at least they say). That being said, as such hotels when asking for additional things such as towels or toiletries, they are inevitably brought by security or front desk staff................as there is no housekeeping left in the building.
