My understanding was that while they are offering the (expensive) packaged booking from some origins, the default is the much cheaper and more flexible do-it-yourself approach to booking the hotel and flight components separately. Indeed, if you land on the "stopover" page only the hotel booking is offered, with no mention of any requirement to book the inclusive package.

There again, it's not unusual for QR delivery to diverge sharply from what they offer customers on the website.
Sometimes that divergence is caused by amending badly thought out programmes through tweaks communicated within QR-Towers, but not reaching QR customers. But more often it's simply carelessness developing adequate and consistent copy to promote the company's programmes. In short, amateurish marketing.
