You are absolutely correct. It's down to the agent roulette and all depends on whom you get. Can range from "not available" and unwilling to help to knowing exactly what they are doing and very quick, to 30+ minutes as the agent tries this that and the other thing and makes it work in the end, as they are learning as they go. As multiple agents have told me, "it is not simple nor is it quick" and the applying an upgrade certificate and re-ticketing process can take close to half an hour even for an agent who (seemingly) knows what they are doing.
Before you hang up or end the chat, check and make sure that the ticket has been reissued and the receipt (not just the online itinerary) shows it in O. If not, OLCI or airport check-in won't work and you'll need to deal with the hassle of begging for it to be reticketed on day of flight. UNLESS you may wish to cancel it later, if so then explicitly ask the agent NOT to reticket it and just attach the cert.
