SkyClub access is granted to non-DL STE+ flying from the US to Mexico on a SkyTeam airline (including DL) in any class of service.
DL STE+ (Gold, Platinum, Diamond, 360) depends on cabin: First (aka Business) gets access (but not if not STE+; DL doesn't operate Delta One or Premium Select to Mexico); Comfort+ or Main Cabin require at least one of a paid/complimentary SkyClub membership, Delta Reserve card, or (non-DL) Amex Platinum card; Basic Economy requires either a Delta Reserve card or (non-DL) Amex Platinum).
