Applying RUC online / determining availability for Z to Hawaii

I found open Z space on Delta One to Hawaii on 767/330 without Premium Select seats. The Delta site for those flights just indicates:

Delta One® available with Global Upgrade Certificate
Then, on the Express Checkout page, under Upgrade Request with Upgrade Certificates, for the outbound it states "Upgrade Available to First" and on the return it states "Upgrade Available to [nothing]", which implies that the RUCs won't get me into Delta One on those.

Is that correct, and is there some other way to figure out which flights/segments can clear with RUCs? By the way, I only have RUCs in my wallet, no GUCs (haven't been Diamond since 2019).
