No, you have three choices:

1) You can buy a ticket through the Chase or Citi portals using points instead of money.
2) You can transfer TY or UR points to another Star Alliance program and redeem miles for a ticket on a flight operated by TK.
3) You can transfer TY points to TK's program and redeem for a flight operated by TK.

To choose between these options you need to know the number of miles required for options (2) and (3) and compare those amounts to the cost in money (1). There is no way to know in advance which is best value. You need to do the research.
