My experiences with Hertz, National and Enterprise (right down to the partial tank situations with Enterprise cited above) have been 100% solid and ethical. The Hertz operation at MCO is particularly efficient and I've used them a number of times. No, they are not the CHEAPEST. I, too, think the OP is on to something significant here and it would be great to see it exposed. This is huge money when it is spread over the number of rentals where it is potentially occurring.
